Friends, please welcome Dr. Alok Kumar Bhuwan — founder of the Manovikas Charitable Society, Delhi, and the man who built India's first college for adults with intellectual disabilities. For three decades he has stood for one simple truth: every person can learn, work, and lead. A National Trust SPANDAN awardee who has represented India from Japan to UNESCO in Paris — please put your hands together for Dr. Alok Bhuwan!

Our chief guest today needs a moment of your attention, because his story will stay with you. Dr. Alok Kumar Bhuwan grew up in Purnea, Bihar. As a schoolboy standing outside his classroom, he met children with disabilities selling peanuts at the gate — and decided his life belonged to them. In 1997 he founded the Manovikas Charitable Society in Delhi. Today it runs seven schools of support and the Manovikas Institute for Higher Education — India's first college for adult learners with intellectual disabilities and high support needs — where nearly 500 students from across India study 30 courses and move on to real jobs at equal pay. He holds a PhD in Special Education, created India's first validated Self-Determination Scale for persons with IDD, and his work has reached over 11 lakh people across 21 states. The President of India felicitated him in 2001; the National Trust honoured him with the SPANDAN Award; and in 2019 he carried India's Vedic music-and-dance therapy to UNESCO's halls in Paris. Ladies and gentlemen — a builder, a scientist, and a voice for those seldom heard — Dr. Alok Kumar Bhuwan!

There are people who serve, and there are people who change what service means. Tonight's honouree is the second kind. Dr. Alok Kumar Bhuwan was born in Purnea, Bihar, to a family of healers — his father, Vaidya Pandit Kailash Mishra 'Deenbandhu,' treated the poorest without charge. In school, a mathematics teacher once joked: 'You are outstanding — stand outside the class.' Outside that gate, young Alok met children with disabilities, children the world had already given up on. He never looked back. He trained at India's National Institute at Hyderabad, and in 1997 founded the Manovikas Charitable Society in Delhi. What began as one grassroots centre is today a complete ecosystem — seven schools covering every stage of life: early intervention through his Aarambh programme, inclusive schooling, therapy, vocational skills, mental wellbeing, digital access, and — his crowning contribution — higher education. Because Dr. Bhuwan built what India did not have: the Manovikas Institute for Higher Education, the first college in this country for adult learners with intellectual and developmental disabilities and high support needs. Nearly 500 students from across India now study 30 programmes there, with IGNOU, NIOS, and RCI — and graduate into real jobs at equal salaries through his Community to Corporate model. Three of his students have received National Awards from the President and Vice President of India. He is also a scientist. He holds a PhD in Special Education, authored more than fifty scientific works, contributed to the WHO's ICD-11 studies, and created the SDS-IDD — India's first validated scale of self-determination for persons with intellectual disabilities, now free for the nation to use. India has noticed. The National Trust's SPANDAN Award for Best Professional. The SKOCH Order of Merit. The National Gaurav Award at Bharat Mandapam. The Sabal Saathi honour from the Tata Steel Foundation. And in 2001, a personal felicitation from the President of India as he carried India's flag to Japan — just as, in 2019, he carried India's ancient arts of music and dance therapy to UNESCO in Paris. But ask him his greatest honour, and he will tell you about a governing board in East Delhi — where persons with intellectual disabilities sit as full voting members, deciding the future of the institution built for them.
